My Act! emarketing emails go out at a drastically different time than when I scheduled them.

Emarketing emails sent from Act! Premium Cloud are sent based on Coordinated Universal Time (UTC). Act! emarketing reports can be set to reflect your local time zone.
While your reports can be set to reflect your local time in the Sender Profile, the time zone for which the campaign is sent using Act! Premium Cloud cannot currently be changed.
You can work around this by adjusting your scheduled sends to accommodate the UTC time zone.
