There is currently no known cause for this issue.
This issue has been resolved in Act! Premium version 19.0 however, if you have not yet upgraded, you can follow the steps below to workaround the issue:
- Go to the Detail View of the Company, Group or Opportunity you would like to send a campaign to
- Right click the list of Contacts and click Create Lookup
- Go to Emarketing > Send an Email Campaign
- Under Send email to: select Current Lookup
- Proceed with the process to send your campaign
