Symptom: When logging into Act! the following error occurs: "Could not load file or assembly 'CelSharp.Core.dll' or one of its dependencies. The specified module could not be found"

OS: Windows Server 2012 only
This error can occur if the Act! Windows client has been installed on a computer running the Windows Server 2012 Operating System, and that computer had Microsoft C++ Runtime 2008 (v9.0.21022) installed on it prior to the installation of Act!.

1. Close Act! completely.
2. Install Visual V++ runtime 2015 – (Available here: https://www.microsoft.com/en-us/download/details.aspx?id=48145).
3. Run Act! again.
