This error is an InstallShield Wizard error that is caused by the Windows Installer Service. In most cases, it is caused by the Windows Installer Service not being configured properly, if the uninstallation log file has become corrupt, or if the Temp directory is conflicting with the files being used by the installation.
In some cases, this error may occur if you recently installed or uninstalled something else that required a reboot after the process and you did not reboot. Additionally, it can also be caused by the installation files from the install download being damaged, or if the antivirus or firewall is blocking files that are necessary to the installation.
You may be able to resolve this by simply restarting the machine, however, if that does not work, see below for additional instructions.
If you are receiving the error message while installing Act!
- Delete the existing Act! installation files
- Temporarily disable your antivirus and/or firewall, and try to download the installation files again

- Extract the download package again, and attempt to install Act!

If the above steps do not work, or if you are trying to uninstall Act!:
It is most likely that the Windows Installer Service is damaged, and will need to be fixed before an installation or uninstallation of any kind will take place on your computer. If you need to remove Act! from your system, but are currently unable to resolve the 1628 error, you can perform a manual removal. Note that after Act! has been removed manually, if you need to reinstall it (for example if you’re uninstalling as a troubleshooting step), you most likely not be able to reinstall it until after the 1628 error on your computer has been resolved.
