This message will occur because Windows 10 S runs in a mode called “S mode” in which Microsoft only allows the installation of applications that were purchased through the Microsoft Store. Since Act! is not an application which is sold in the Microsoft Store, Windows 10 S is not supported for Act! Program installations.
In order to install Act! on a Windows 10 machine, you must install it to a computer that is using a version of Windows 10 that is not in S mode. For more information regarding Windows 10 S, refer to the following Microsoft documentation:
