This will occur if Administrative preferences have been configured to not allow files to be attached to the database.
- Log into the database as an administrator
- Click Tools > Preferences
- Click the Admin tab
- Under Attachments, ensure the option to “Allow files to be attached to this database” is enabled
- Click OK
- Test attaching a file to the contact
