New contacts created in ACT! do not use the same phone format as My Record.

Steps to reproduce:
- Create a new database.
- Lookup > My Record > Country > Spain.
- Create a new contact. Before entering any information, click the ellipsis button next to Phone to set the format.
As a workaround, enter the country on the contact before setting a country code.
